Implements the approved
plan.mdtask artifact.Developer-built base images now carry the same
org.panopticon.versionfreshness label as automatically built images. This preserves the local-wheel and multi-CLI behavior ofmake buildwhile preventing the runner from immediately treating those images as stale.Adds a Docker-free Makefile dry-run regression test covering the emitted label.
